What seems to be the problem with police? The problems are many, but long-term solutions are possible.  Identifying and understanding the problems are essential.

Who are the police a problem for? The community? Police are a problem for virtually everyone, even the police themselves.

The statistics prove that the police is a bigger problem for blacks and minorities than many whites. Is that a coincidence?

Of course not.  Institutionalized racism has permeated our nation’s 18,000 police departments since the Civil War.

Recent polls indicate about one-third of Americans are either racist or exhibiting racist tendencies;

Blacks and minorities already know most police departments have racist officers who beat or kill blacks.

A Fox News poll in 2017 showed that Americans opposed taking down Confederate monuments by 2 to 1, 61 percent to 29 percent.

Marist College showed similar numbers, 62 percent to 27 percent.

A Quinnipiac University poll around the same time showed less opposition, but 50 percent of Americans still opposed taking down the monuments against 39 percent in favor. A HuffPost/YouGov poll was similar, showing people opposed removing statues 48 percent to 33 percent and opposed removing Confederate names from streets, schools and buildings 51 percent to 29 percent.

When the question was asked in a slightly different manner, views became more nuanced. A poll from Democratic-leaning automated pollster Public Policy Polling, for instance, showed that when you asked people not about removing statues but about moving them to museums or other historical sites, people were much more in favor. Americans supported this 58 percent to 26 percent.

My point is there are too many racists in our nation’s police departments: some more undercover than others. Problem is, humans are monkey-see, monkey do. As one ex-cop explained: About 60% of a police force are good cops, but when the “good cops” work a shift with the “bad cops,” the good cops tend to do as the bad cops do, and keep quiet about it. That means many police departments are made up of mostly bad cops.

This is another reason why we must abolish all 18,000 police departments and replace a full-service police dept. with a CRIMES AGAINST PERSONS UNIT that handles only murder, assault, rape, robbery, burglary 911 calls – while unarmed, trained community response guardians are dispatched to the majority of non-violent 911 calls.

The “White Establishment” needs to stop asking and telling blacks to “trust us.” That horse left the barn a very long time ago and apparently many people are just now taking notice.

Just as the Confederate flag represents institutionalized oppression and systematic abuse and murder of blacks, white males in blue uniforms armed to the teeth, pulling up in black/minority neighborhoods in their black and white vehicles, represent not only symbols of pain, suffering, beatings and death, but ACTUAL HARM AND DEATH for blacks.

Another problem for America’s police forces is the police officer’s self-image: Too many cops envision themselves as a “Warrior Cop” – armed, ready and willing to “spill blood” to their personal delight.

“Warrior Cops” – a common mindset of cops with a personnel record that reads like a career criminal rap sheet; they know they are the All-Powerful One duly authorized to exact justice in the manner they see fit, to whomever they deem worthy of their brand of justice. “Warrior Cops” view themselves as “The Punishers.” They believe they exist to punish who they believe should be punished.

“Warrior Cops” develop nasty habits of viciously assaulting their victims without worry of police dept. accountability setting in.

Officer Billy Badass just got off the hook for beating a grocery store customer in the parking lot, thanks to his white buddies in blue over at Internal Affairs.

That’s how a police dept. produces a monster like Devin Chauvin, who murdered George Floyd in broad daylight in front of God, cellphone cameras and witnesses; yet there was Chauvin, hands resting inside his pockets while Chauvin non-chalantly drained the lifeblood from George Floyd. Officer Chauvin had been cleared in 18 prior citizen complaints filed against Chauvin – his police record is another example of how police “whitewash” department investigations and why local police should never be allowed to investigate local police, period.

How did America go from your local, friendly neighborhood beat cop to the militarized “Warrior Cop” ?????

Undoubtly, it is a mix of the War On Terror and U.S. police departments sending their recruits to Israel for “terrorist training.”

IT’S NOT UNCOMMON for residents of America’s most heavily policed neighborhoods to describe their local cops as “an occupying force.” Judging by where many U.S. police forces get their training, the description seems apt.

Thousands of American law enforcement officers frequently travel for training to one of the few countries where policing and militarism are even more deeply intertwined than they are here: Israel.

In the aftermath of 9/11, Israel seized on its decades-long experience as an occupying force to brand itself as a world leader in counterterrorism. U.S. law enforcement agencies took the Jewish state up on its expertise by participating in exchange programs sponsored by an array of pro-Israel groups, like the American Israel Public Affairs Committee, the Jewish Institute for National Security Affairs, and the Anti-Defamation League. Over the past decade and a half, scores of top federal, state, and local police officers from dozens of departments from across the U.S. have gone to Israel to learn about its terrorism-focused policing.

Yet Israel’s policing prowess is marred by its primary purpose: occupation. Israel has carried out a half-century of military rule in the Palestinian territories of the West Bank and Gaza, an occupation rife with abuses. The country’s police and security forces also regularly violate the rights of Palestinians and immigrants inside of Israel’s 1967 borders.

“A lot of the policing that folks are observing and being talked to about in these trips is policing that happens in a nondemocratic context,” said Alex Vitale, a sociology professor at Brooklyn College and author of a forthcoming book on global policing. “It involves either military policing, border control policing, or policing of folks in the occupied territories who aren’t full legal subjects in the Israeli legal system.”

While attention on the militarization of American police forces has intensified in recent years, spurring some reforms that the Trump administration has already undone, U.S.-Israel police exchange programs have carried on without much public scrutiny.

This week, a delegation of top American law enforcement officers is in Israel for the ADL’s National Counter-Terrorism Seminar, which includes training on topics, such as “leadership in a time of terror” and “balancing the fight against crime and terrorism,” according to literature by the group advertising the trip. More than 200 law enforcement executives from over 100 departments in the U.S. and abroad, immigration enforcement agencies, and even campus police have participated in the ADL program since it launched in 2004.



U.S. CONSTITUTIONAL DUTIES OWED PERSONS (you)

The Warrior Cop believes he doesn’t owe anyone, anything. Nothing could be further from the truth.

A police officer actually occupys a governmental office: the official title is Officer of the Peace.

Any person acting under color of law owes a constitutional duty to uphold a person’s constitutional rights in their handling and processing of that person.

A police officer acts under color of law since a police officer operates pursuant to and in accordance with local, state federal regulations.

City officials, state officials, agency employees, nursing home administrators, etc. – whether elected or unelected – all act under color of law.

Whenever a police officer encounters anyone, that officer must protect your constitutional rights in any interaction that officer has with you.

“DISRESPECTING POLICE”

Truth be known, there has been a shocking number of people who were injured or killed by police due to what police call, “disrespecting police.”

The Warrior Cop believes he is justified in issuing corporal punishment at will if he perceives what most people would call “verbally disrespecting police.”

Police officers are members of a violent high-risk group to be avoided at all costs.

TRAFFIC STOPS/DUI

Blacks are disproportionately killed during traffic stops more than any other race.

The police killing of Rayshard Brooks is a prime example of how legislative fixes could save lives. If police pull over a suspected drunk driver or encounter a suspected drunk driver in a parking lot, and if that driver fails a sobriety test, police should do the following: 1) Notify the driver he or she failed the test; 2) Inform the driver he or she must surrender their keys for 24 hours and police will call you a ride home. 3) Issue the driver a ticket with a court date; 4) Everyone leaves the scene alive. Mission accomplished.

This kind of rethinking and recategorizing misdemeanors would surely eliminate the majority of police brutality and murder, since most police brutality occurs during misdemeanor events, since people commit misdemeanors far more frequently than felonies.

INSANE IN THE MEMBRANE

There are real psycho killer cops out there just waiting for opportunity to present itself. The lack of robust psychological testing and screening is a real problem and has resulted in our nation’s police departments hiring persons with violent, racist, misogynistic tendencies and agenda.
